Community service as an alternative to imprisonment for fine defaulters

Description
While fines are seen as the most important alternative to imprisonment in Germany, community service is only an option if fines have not been paid. In order to avoid imprisonment in these cases, the federal states have made efforts to replace imprisonment by community service.
For a broad overview on this sanction alternative this study analysed the files of about 8,000 fine cases to describe different approaches of the federal states in West Germany. The study mainly focused on the frequency of community service and on important frame conditions such as the daily units imposed within the day-fine system and their amounts.
